The item below is from the Senate weekly news online. SB12 is the bill for the helmets and has been tagged to the bill SB221 along with about 20 other small bills....
From what I get out of the legislative jargon.....it has been sent to conference but the session has ended and has been put on a informal calander , probably next session it will come up again but it is at a stand still until the next session....below is the main reason it stopped.
If those people would just vote on each bill by itself instead of lumpy them all together we would get some bills passed.......what do they expect when 20 bills are lump in a package. Someone is going to always dislike something in the package. Anyway this is the weekly news they print.
"Another high-profile bill that did not pass was Senate Bill 221, which would have allowed state law enforcement officers to enforce Missouri seat belt laws if violations are visible without stopping motor vehicles. Current law requires motorists to wear seat belts but does not allow officers to make traffic stops solely because of violations of the seat belt law. Under the bill, violations of seat belt law would not give officers probable cause for searching the vehicle. The Senate approved the legislation. However, senators did not agree with the version passed by the House and did not act any further on the legislation."
